The lack of DST support is really surprising. However, I was able to pick a city in an adjacent timezone and change the name to the city I wanted, effectively compensating for DST. (until the end of summer when it changes).

After daylight savings change last night, the times are all off by one hour. Tried to edit but no way to do that. Please fix!
