It needs to be 3 or 4 for a good fix. If the data field reports 0 (zero) this means that GPS is not available. This data field writes the reported GPS Signal Quality to the FIT file so it can be seen in Garmin Connect after the activity is uploaded to assist with analysing drop-out and coverage issues.</p>

Strange that anytime I've checked the GPS quality I got a constant 4. Despite that my track is not perfectly accurate.

GPS to FIT reports and records whatever your Garmin device reports to it. If the device has reason to believe it has a good fix it will report '4' as the GPS quality. Consumer level GPS devices unfortunately do not offer an independent way to verify this information. If for instance (as was the case at the start of 2021 on some devices) Garmin provides us with corrupt GPS almanac data there is no way to detect this and the device will still report a good GPS fix despite the location being off.
